The Dead Eyes are one of the gangs in the goblin homelands. In particular, the Runners are tasked with delivering messages, and interacting 'diplomatically' with other groups. While they do carry most of the standard equipment and uniform of the Dead Eye enforcers, there is some notable exceptions.
The lower body uniform is much more open, allowing them to engage in their specialized tasks without risking the loss or destruction of clothing.
